Build America, Buy America Overview

The Build America Buy America (BABA) Act, enacted on November 15, 2021, as part of the Infrastructure Investment and Jobs Act (IIJA), strengthens domestic sourcing requirements for infrastructure projects supported by federal financial assistance. Under BABA, covered federally funded infrastructure projects must use iron, steel, manufactured products, and construction materials that meet applicable U.S. production requirements.

BABA and its implementing regulations establish separate requirements for three categories: (1) iron and steel, (2) manufactured products, and (3) construction materials. For certain fiber optic cable products, including drop optical fiber cables, all manufacturing processes must take place in the United States. This includes processes such as initial ribboning, buffering, fiber stranding, and jacketing.

For broadband-related manufactured products, including hubs, terminals, cabinets, and interface devices, the products must be manufactured in the United States. In addition, the cost of components that are mined, produced, or manufactured in the United States must exceed 55% of the total component cost.

Microlink's BABA Compliance Initiatives

MICROLINK is committed to meeting BABA requirements and provides a range of solutions designed to comply with applicable standards. Since the passage of the IIJA and the ongoing release of federal guidance on BABA requirements for different product categories, Microlink has continuously adapted its global supply chain to support U.S.-sourced component options. At the same time, Microlink’s U.S.-based manufacturing facilities are undergoing significant enhancements to expand production capacity and support the growing availability of innovative BABA-compliant solutions.

To further strengthen compliance across its product portfolio, Microlink has established strategic partnerships with numerous U.S.-based suppliers and vendors. These collaborations help ensure that products manufactured at its U.S. facilities meet applicable BABA requirements across a broad range of materials and commodities. This includes key categories identified under BABA, such as plastics and injection molding, optical glass, metals and alloys, and other essential materials.

BABA Compliant Options

Microlink offers a range of finished products with BABA-compliant configurations and sourcing options. These include fiber premises and outside plant solutions such as cabling, microduct, house boxes, wall plates, handholes, and related accessories. The portfolio also extends to cable protection products, hardware, and telecommunications solutions designed to support BABA requirements.
